乙 编 续 一
天子者，代天育民；反过来，天子也可以代天杀人。这就是天赋帝权中最重要的一项。然大概而言：一些开国之君，兴起于草莽，篡夺于宫禁，不得已亲自动手杀人；以及一些性情残忍，视法制程序为虚设的暴君，偶尝手刃臣民；除此以外，有过亲手杀人经验的帝王，史上并不多见。宣宗拜天理教之赐，得以厕身于此一稀见行列；且不杀则已，一杀，便杀了一双。事情发生在嘉庆十八年九月十五日，天理教徒攻入紫禁城，在养心殿外与旻宁（那会儿还不能称宣宗）邂逅，旻宁“枪毙二贼，馀贼溃散，乱始平”。事闻，文宗表扬他“忠孝兼备”，赐封“智亲王”，顺便将他的火枪赐名为“威烈”[1]。除了这次“杀贼”，宣宗继位后还有一次“杀人”经验。某夜，宣宗在干清宫，盛怒，立招值班侍卫王入宫，亲授宝刀，令太监带路至某宫某室，于床上取一宫眷首级来复命[2]。为什么杀，杀了谁；已不可考。然钦赐宝刀，又命提头来见，此与亲自动手无甚区别。即此观之，宣宗之性格颇有几分侠动之气，似与旧史定论所谓“恭俭宽仁，守成令主”[3]有些出入。
“守成”一语，其为褒义抑为贬辞，视语境而定。如，萧规曹随，曹参即“守成”者，此可谓褒。而宣宗继统为政，不论国内之民乱，单说鸦片战争之割地赔款，即已是“守成”失败。而《清史稿》犹称之为“守成令主”，则知其为委婉的批评，而非实在的赞许。且《清史稿》论其处理鸦片战争一事，曰：“当事大臣先之以操切，继之以畏葸，遂遗宵旰之忧。所谓有君而无臣，能将顺而不能匡救”；则又是“为尊者讳”的曲笔。盖“先之以操切”者，并非“当事大臣”，而是宣宗自己。宣宗对“夷人”的态度，虽非抱有极度狭隘的“民族主义”，如其孙穆宗（同治）然[4]，而论“怀柔远人”手段之圆滑，则远逊其祖高宗[5]。他的“操切”，屡见于亲笔批答之朱谕。如道光十九年九月，林则徐击毁英舰，奏捷，宣宗批曰：“不患卿等孟浪，但患过于畏葸”；则徐折内建议：“（此役后，英人）苟知悔悟，尽许回头”，宣宗不以为然，批曰：“不应如此，恐失体制”。此种举动，难道不就是“操切”？再看究竟是谁“继之以畏葸”。英人不得逞于粤，乃转道浙江，陷定海，并驶临大沽口，又游弋于山东、奉天间。宣宗竟以此归罪则徐，曰：“不但终无实际，又生出许多波澜。思之何胜愤懑！看汝以何词对朕也”；则徐不过两广总督，浙江、直隶等地战守，他如何负责？随即诏革则徐职，代以琦善，并命沿海各省：凡英船经过或停泊，不必开放枪炮。此后事态发展，众所周知，毋庸赘述。不谓宣宗“畏葸”，可乎？欲战，则修守备、调兵将、筹粮饷；欲和，则派代表、讲政策、开会议。世间最误事者，莫过于在和战之间摇摆不定：始则不揣己力、不明敌势，一味孟浪求战，偶获小胜，便志得意满，谓蕞尔小夷不足平；一遇挫败，则又方寸大乱，甘词厚币，腆颜求和；和议一成，稍足苟安，乃效法鸵鸟，只要“夷人”不来聒噪寡人，寡人便当他不存在；偏生“夷人”好事，今日增口岸，明天派教士，遂一忍再忍；或至某日心绪不佳，忍无可忍，便又来一个浪战-战败-求和的循环。此后，第二次鸦片战争、甲午海战、庚子对各国宣战诸役，莫非如此办法，亦莫非如此结局。“先之以操切，继之以畏葸”，宣宗既开了这个坏头，其后，吾国近代史遂以“被侮辱与被损害”为基本调性，也就不足为怪了。
然宣宗虽逃不掉“操切”与“畏葸”的指责，但是，自道光后期而造成“乱世”，以至误国、辱国乃至亡国，这份责任却不能由他一人承担。拙撰前述八旗流变，以谓八旗制度已由共和国体蜕变为特权福利体制，大部分旗人亦因此从活泼健悍之民族蜕化为颟顸无能的莠民；而此次战争自则徐撤职后，委任大臣俱为旗籍，事情办得一塌糊涂，恰可应验“有君而无臣，能将顺而不能匡救”这句评语。孟森则说得更为直接：“是役也，为满洲勋贵无一成材之试验。二百年控制汉族之威风扫地以尽，于清一代兴亡之关匪细也”[6]。据此，则应将不遵父命、擅更旗制的清太宗，及尽革旗权、独尊君主的清世宗，拉来同绑。而在乾隆一朝养成并茁壮终至乎不可收拾的贪贿、蒙混的官场作风，则是造成“满洲勋贵（乃至所有高官）无一成材”此一恶果的催化剂，因此，清高宗也应一并论罪。有此三大巨头顶罪，宣宗倒可以从犯之身减等服刑。太宗、世宗事迹既如前述，请略述乾隆朝士风宦习之劣，以为宣宗减刑地步。
